Dual Master of Public Administration and Global Affairs candidate at the London School of Economics and Political Science and the University of Toronto’s Munk School of Global Affairs and Public Policy

Henry Chen is a dual degree student pursuing Master at the London School of Economics and Political Science and the University of Toronto’s Munk School of Global Affairs and Public Policy. He completed a Bachelor of Arts in Political Science and German Studies at the University of British Columbia in 2025. Through his coursework, Henry developed a deep interest in Canada’s role in national defence, intelligence gathering, and critical mineral supply chain in the Arctic circle in light of shifting geopolitical patterns. At Arctic360, he is excited to apply his knowledge and passion for national security while strengthening Canada’s Arctic resilience in broader global power competition and environmental changes.

Ruofan Lin, Master of Global Affairs, University of Toronto’s Munk School of Global Affairs & Public Policy

Ruofan Lin is a Master of Global Affairs candidate at the University of Toronto’s Munk School of Global Affairs & Public Policy. She holds an Honours Bachelor of Arts degree from the University of Toronto where she double majored in International Relations and Criminology with a minor in Economics. Ruofan previously worked at Innovation, Science and Economic Development (ISED) in the federal government where she was a policy analyst researching emerging technologies, business activity, and economic growth in Nunavut and the Northwest Territories. She is interested in the intersection of innovation and climate policy, having contributed to government research papers focused on artificial intelligence adoption across Canada and the deployment of carbon capture, use, and storage (CCUS). Ruofan is excited to bring her professional experience and academic interests to Arctic360, particularly in areas of Arctic innovation, security, and sustainability.
